About UK Infrastructure Bank

We are the new, government-owned policy bank - launched in June 2021 - providing £22bn of infrastructure finance and partnering with the private sector and local government to finance a green industrial revolution and drive growth across the United Kingdom.

Job Purpose

Support the management of a range of discrete work on Climate Change and Net Zero policy issues, ensuring the Bank’s transactions deliver on our strategic objectives. As part of this, the role holder will own relationships with leads within Government in support of developing our pipeline of infrastructure deals.


Core Role Responsibilities

  • Support the management of discrete Net Zero and Climate Change related policy issues, supporting the production of briefing papers on emerging thinking and trends to assist decision making by the Bank’s Executive Committee and Board. This includes spotting key issues, risks and opportunities, then working with other functions across the Bank to identify and recommend ways forward. 

  • Supporting the appraisal of individual investment proposals against the Bank’s strategic objectives and supporting due diligence processes on transactions - working closely with Banking, Local Authority, Impact, Communications and Risk functions - and drafting the policy section of the Investment Committee papers.

  • Monitor key deliverables and core products on Climate Change and Net Zero policy, checking developments and coordinating updates, as required.

  • Developing relationships with public sector stakeholders (including in the Department for Energy Security and Net Zero, other government departments and devolved administrations) to support opportunities for coordination between their policy levers and the Bank’s financial products.

  • Supporting the wider team in ensuring that the Bank is delivering on our strategic objectives, in particular –including and not limited to – developing Bank policy positions in priority sectors to help support the delivery of a programme of investments.

  • Support briefings to assist senior team members in external engagements and correspondence, as well as ensuring the wider Bank is aware of the latest developments on Climate Change and Net Zero policy with high quality updates.  

  • Supporting wider work to establish an effective policy function which is well integrated and influential across the Bank. This will require being flexible and agile to evolving team needs.


Knowledge, Skills and Experience

  • Experience of Climate Change and Net Zero policy issues (ideally through working in a government department or the wider public sector), or a willingness and enthusiasm to develop it.

  • Strong written and oral communication skills, including experience of constructing communications to convey complex messages concisely (for example: briefings and presentations). 

  • Well organised, motivated and able to work at pace, while prioritising across multiple responsibilities to produce high quality outcomes.

  • Ability to work collaboratively with a wide range of internal and external colleagues (in particular government departments), influencing effectively.

  • Flexible and capable of adapting approaches to meet wide-ranging needs of the team, including being comfortable approaching new and complex issues.
